MICHAEL DECTER is a Harvard-trained economist with three decades of experience in senior public and private sector positions. He has served as deputy minister of health in the Ontario government and as cabinet secretary in Manitoba. He is the founding chair of the Health Council of Canada, a national organization committed to monitoring progress made by governments to improve health care delivery. He is the author of Healing Medicare: Managing Health System Change the Canadian Way and Four Strong Winds: Understanding the Growing Challenges to Health Care.
